The present invention comprises the steps of: (a) polymerizing a nitrogen-containing precursor to prepare a bulk graphite-type polymer; (b) mixing the bulk graphite-type polymer and the metal powder in an inert atmosphere, then heat-treating at a temperature higher than the melting point of the metal; and (c) adding the heat treatment product to an acid solution and stirring the method for producing a porous nitrogen-doped high graphitic carbon body, and thus providing a porous nitrogen-doped high graphitic carbon body.
