To allow a user to obtain an expected response message in an efficient manner when the user sends a chat message concerning an inquiry.SOLUTION: When a multi-cloud chat service providing device 10 accepts an inquiry message from a user terminal 20, it sends the inquiry message to an AI chat cloud service system 30, and receives a response message corresponding to the inquiry message from the AI chat cloud service system 30. Moreover, a prescribed condition is determined to be satisfied, the multi-cloud chat service providing device 10 sends the inquiry message to an operator terminal 40A operated by operators, and receives a response message corresponding to the inquiry message from the operator terminal 40A.
