Of the spectroscopic device 16 for measuring the spectral reflectance and the spectral reflectance at each position on the surface of the substance measured by the spectroscopic device 16, at least the spectral reflectance of the region to which the powder is attached is used to determine the region to which the powder is attached. 22 is provided with a calculation device 22 that calculates a value according to the area of the above and obtains a powder ratio based on the calculated value.
