The present invention provides a production process planning and programming method, device, and system based on a material flow. The method comprises the following steps: S1, describing the flow of a production process, wherein the flow comprises multiple sequential technological steps; S2, separately configuring a piece of material state information between the technological steps and at the start and end of the entire flow; and S3, generating a material state description graph by means of multiple ontology elements, wherein the material state description graph comprises a material, a material property, and a material relation. The present invention fills the gap between production process planning and equipment side programming, allowing material state description in production process planning to be directly converted into input parameters for equipment side programming, and making the entire process more efficient and convenient.
