The present invention relates to a neutralizing absorbent for detoxifying leaked chemicals, a method for preparing same, and a neutralizer charged with same, wherein the neutralizing absorbent contains: 40-60 wt% of an inorganic adsorbent that is universally usable to neutralize and absorb acidic, basic, and/or organic chemicals; 20-30 w% of a thickener; 20-30 wt% of a surfactant; and a color change indicator, and is formulated as a solid phase. The neutralizing absorbent for detoxifying leaked chemicals according to the present invention is prompt, safe, immediate, and effective in the primary initial response regardless of types or morphology and characteristics of chemicals leaked in the event of the leakage accident of acidic, basic, and/or organic chemicals, and thus is also useful for preventing a secondary accident. Furthermore, the use of the neutralizing absorbent removes the concern of the diffusion of contamination due to water generated by an acid-base reaction, can minimize the concern of the occurrence of additional secondary contamination caused by detoxifiers, through the use of a nontoxic chemical absorbent, and can enable the real-time visual checking of detoxification procedures regardless of the types, morphology, and characteristics of leaked chemicals. Additionally, the use of a neutralizer charged with the neutralizing absorbent for detoxifying leaked chemicals according to the present invention can detoxify the leaked chemicals more safely and effectively in the initial response.
