PROBLEM TO BE SOLVED: To make the behavior of contracting a hydrogen electrode layer as close as possible to the behavior of contracting an electrolyte layer. A high-temperature steam electrolysis cell of an embodiment has a skeleton having a network structure, is composed of a porous material that allows gas to pass through open pores surrounded by the skeleton, and oxygenates the water vapor that has flowed into the open pores. It has a hydrogen electrode layer that can be electrolyzed into ions and hydrogen, and the hydrogen electrode layer is a composite of first particles that form the base material of the skeleton and second particles that are less likely to be reduced than the first particles. It is an electrolyzed layer and includes a composite layer in which the second particles are dispersed and arranged on the surface of the skeleton facing the open pores. In the step of forming the composite layer, a composite particle in which the second particle is adhered around the first particle is produced by performing a composite treatment on a powder obtained by mixing the first particle and the second particle.
