A perfusion bioreactor and a perfusion device are provided. Each perfusion device has a reticulated structure and an encapsulated organ tissue (EOT) located within the reticulated structure. The EOT has a body having a thickness defined between the first surface of the body and the second surface of the body. The body has at least one flow path extending into the body from one of the first surface and the second surface to receive the fluid in the body. At least one channel has a diameter chosen to diffuse the solute out of the fluid and into the body. The perfusion devices are placed adjacent to each other, separated from each other along the length of the bioreactor, receive the fluid, and perfuse the fluid into the EOT of each perfusion device and at least one flow path within the EOT.
