To provide a treatment method for obtaining a high-grade silane coupling agent treatment base material having less foreign matter, and a production method of the treatment base material.SOLUTION: A silane coupling agent treatment base material is obtained by bringing the base material into contact with a silane coupling agent processing liquid of -18°C or more and 40°C or less for the time of 1-second or more and 10-minutes or less, and then bringing it into contact with a cleaning solvent not containing a silane coupling agent substantially for 3-seconds or more and 10-minutes or less, and drying it according to need. As the base material, an inorganic substrate and a polymer film are applicable. Further, a laminate obtained by using the treatment base material is applicable to a production process of a flexible electron device usefully.SELECTED DRAWING: None
