A crime prevention education scenario and character creation method and system reflecting the characteristics of children are disclosed. A scenario and character creation method for crime prevention education according to an embodiment includes the steps of: receiving user information; extracting at least one crime case including victim data corresponding to the user information; and outputting a criminal character generated using the criminal information included in the above crime cases and an educational scenario generated using the crime scenario included in the at least one crime case.
