Provided in the present invention are an open caisson reverse slip forming guide controllable settlement construction mechanism and construction method. Said construction mechanism comprises a ring beam, slip forming beams, an outer mold assembly and an inner mold assembly; the outer mold assembly comprises a first hanger beam and an outer mold plate; the inner mold assembly comprises a second hanger beam and an inner mold plate; the first hanger beam and the second hanger beam are both suspended below the slip forming beams; a well wall forming area is formed between the outer mold plate and the inner mold plate; and the bottom side of the well wall forming area is provided with a well wall blade foot. The construction method comprises: manufacturing a steel pipe pile, pouring a ring beam and installing an open caisson blade foot; installing a slip forming beam and an inner mold assembly and an outer mold assembly; placing reinforcing ribs, foam boards and glass fiber cloth; and forming an open caisson well wall and excavating soil stone in the well. In the open caisson reverse slip forming guide controllable settlement construction mechanism and construction method of the present invention, reverse slip forming is used in which the well wall slides and the molds do not move, greatly increasing the construction speed, reducing the conflict and interference between the manufacture of the well wall and the excavation of earthwork, reducing the construction cost, and effectively ensuring the quality of the open caisson construction.
