This invention is provided with: an illuminance storage unit (12) for storing illuminance collected by a moving body (2) that is provided with an illuminance sensor (21) and that moves in a room (4), and position information corresponding to the illuminance; an illumination control unit (14) for adjusting the output of illumination equipment (3) provided in a facility according to the illuminance; and a determining unit (13) for determining whether the illuminance was measured in one state or another state. If the determining unit (13) determines that the illuminance was measured in the other state, the illumination control unit (14) adjusts, according to the illuminance and the position information corresponding to the illuminance, the output of the illumination equipment (3) corresponding to the position information. If the determining unit (13) determines that the illuminance was measured in the one state, the illumination control unit (14) does not adjust, according to the illuminance and the position information corresponding to the illuminance, the output of the illumination equipment (3) corresponding to the position information. Illuminance data for when the illumination sensor (21) is shielded by an obstacle, etc., is thereby excluded as unsuitable data, making it possible to perform illumination control of the illumination equipment (3) in a more suitable manner.
