The present invention detects road deterioration at high precision and low cost. A road deterioration diagnostic device according to the present invention comprises: an image information acquisition unit 5 which acquires an image in which a road has been photographed; a puddle detection unit 6 which detects puddles on the basis of the acquired image; and a road deterioration detection unit 7 which detects road deterioration on the basis of the shape of the detected puddles.
