PROBLEM TO BE SOLVED: To provide a catalyst layer for a carbon dioxide reducing electrode, a carbon dioxide reducing electrode, and a carbon dioxide electrolyzer which exhibit a high partial current density by controlling wettability and can withstand long-term operation. SOLUTION: The catalyst layer is a catalyst layer containing a metal catalyst supported on a carbon material, an ionic conductive substance, and a hydrophilic polymer, and is obtained by BET specific surface area (AN2) obtained by nitrogen adsorption and water vapor adsorption.
