An oral care monitoring and habit formation system, comprising a tracker (104) and a data processing system (415), which can be mounted on a toothbrush (110), wherein the tracker (104) comprises a movement sensor (225) used for sensing the movement of the toothbrush (110), and a transceiver used for outputting toothbrush (110) movement data, i.e. original tooth brushing data; and the data processing system (415) is used for receiving and processing the original tooth brushing data, so as to determine a tooth brushing quality determination relative to one or more tooth brushing standards. The system is conducive to the evaluation of the tooth brushing performance of children in a specific group of people, such as a group of people of the same age, or a group of people with similar geographic or socioeconomic characteristics.
