A satellite-constellation formation system (600) forms a satellite constellation that is constituted of a group of satellites, the group of satellites cooperatively providing a communication service, and that has a plurality of orbital planes in each of which a plurality of satellites fly at the same orbital altitude. Each satellite in the group of satellites is provided with an inter-satellite communication means and a satellite-ground communication means. A satellite-constellation formation unit (11) forms a satellite constellation that has ten or more orbital planes having different normal directions and in which the plurality of orbital planes are arranged such that the relative angles between the azimuth directions of adjacent orbital planes thereamong are partially non-uniform, with the satellite-ground communication means of the satellites flying in the non-uniformly arranged orbital planes having a communication coverage fully covering the ground above the equator.
