The present invention relates to a composition comprising a Flavobacterium sp. TCH3-2 strain as an active ingredient for controlling plant diseases and a use thereof. The Flavobacterium sp. TCH3-2 strain can promote the production of pea and tobacco crops by remarkably increasing resistance to bean brown stem rot and tobacco mosaic disease.
