This registration checking device (2000) determines, with respect to a subject transaction, whether a relation between the number of times scan operations are performed and the number of commodities registered as a settlement target meets a prescribed condition. The scan operations are detected by analyzing a moving image (12). Here, the prescribed condition is met when the number of registered commodities is equal to or greater than the number of the detected scan operations.
