Disclosed are cerium oxide nanoparticles surface-modified with a catechol-based ligand, a fuel cell antioxidant and a fluorinated carbon-based reinforced composite electrolyte membrane including the same, and a method for manufacturing the same. By surface-modifying the cerium oxide nanoparticles with a catechol-based ligand, it is possible to protect the cerium oxide nanoparticles from an acidic environment while minimizing aggregation in a reaction with a hydrophilic solution and radicals without reducing the mechanical properties and chemical durability of the membrane. Accordingly, it is possible to improve the performance and chemical durability of the electrolyte membrane in a low-humidification or no-humidification environment.
