The block dividing block performs recursive division of the image into rectangles of a given size and generates a target encoding block. The encoding block encodes the block division information of the target encoding block. The block dividing block includes: a four-block dividing block performing dividing a target block by recursively dividing into four blocks in a horizontal and vertical direction, and generating four blocks; and a dividing block into two blocks performing dividing the target block into two blocks in the horizontal or vertical direction and generating two blocks.
