PROBLEM TO BE SOLVED: To provide tuning and control systems for gas turbines.SOLUTION: Embodiments include a system having at least one computing device 814 configured to tune a set of gas turbines (GTs) by performing actions including: commanding each GT 10 in the set of GTs to a base load level on the basis of a measured ambient condition for each GT 10; commanding each GT 10 in the set of GTs 10 to adjust a corresponding power output to match a scaled power output value equal to a fraction of a difference between the corresponding power output and a nominal power output value, and subsequently measuring an actual emissions value for each GT; and adjusting an operating condition of each GT 10 in the set of GTs 10 on the basis of a difference between the corresponding measured actual emissions value and a nominal emissions value at the ambient condition, and of an emissions scale factor.SELECTED DRAWING: Figure 8
