A glucose monitoring apparatus according to one embodiment of the present invention may include a light emitter configured to emit an excitation light, a glucose sensor configured to absorb the excitation light and to emit a fluorescent light, a light receiver configured to receive the fluorescent light, and a circuit configured to modulate a scattered wave by using a series of pulses that are generated based on alight intensity of the fluorescent light.
