To provide an insoluble anode for use in electroplating, capable of decreasing an amount of use of an additive composed of an organic compound contained in a plating solution.SOLUTION: Traditionally, an additive composed of an organic compound present in a plating solution is oxidatively decomposed by active oxygen generated on the surface of an anode material layer of an insoluble anode. In the present invention, the surface of the anode material layer of the insoluble anode is provided with a fluororesin film comprising a catalytically active metal compound composed of an oxide of manganese, strontium, hafnium, tantalum, tungsten or the like. The oxidative decomposition of an organic compound caused by active oxygen generated by the insoluble anode is suppressed by the catalytically active metal compound, and thereby an amount of an additive used can be decreased.SELECTED DRAWING: Figure 1
