PROBLEM TO BE SOLVED: To flexibly control whether or not transmission of a data signal by a terminal device in a standby state is performed by establishing time synchronization. A first state in which a connection with a base station device is established, and a first state in which a connection with the base station device is not established but the base station device holds information on the terminal device. A terminal device capable of operating in a plurality of states including the second state performs time synchronization when receiving predetermined information from the base station device when transmitting a signal to the base station device in the second state. If it is decided not to establish and if the predetermined information is not received from the base station apparatus, it is decided to establish the time synchronization, and if it is decided to establish the time synchronization, the time with the base station apparatus is determined.
