A process with separation for treating petroleum feedstocks for the production of fuel oils with low sulfur content. The present invention relates to a process for processing heavy petroleum feedstocks for the production of fuel oils and fuel oil bases having a low sulfur content, in particular bunker fuels and bunker fuel bases. The process comprises a fixed-bed hydrotreating step (a) of heavy sulfur hydrocarbons, followed by a separation step (b) of the effluent obtained from the hydrotreating step (a) into at least one light fraction and at least one heavy fraction; a hydroconversion step (c) of at least a portion of the heavy fraction of the effluent obtained from step (b) in at least one effervescent bed reactor containing a catalyst, and a step (c) to obtain at least one gaseous fraction and at least said liquid hydrocarbon fraction ) of separation of the effluent obtained from (d).
