A fuel cell comprising a cathode functional layer for contact improvement for a protonic ceramic fuel cell, according to an embodiment of the present invention comprises: an anode support; an anode catalyst layer arranged on the anode support; a proton-conductive electrolyte layer arranged on the anode catalyst layer; a cathode functional layer arranged on the electrolyte layer and comprising a mixed conductive material in which a proton conductor material and an oxygen reduction reaction catalyst material are mixed in a preset weight ratio; and a cathode layer arranged on the cathode functional layer.
