Disclosed are a 3D LiDAR-based target object recognition method, a device, and a moving body using same. A target object recognition method according to an embodiment of the present invention comprises: an irradiation step for irradiating a reference target object with laser light; an acquisition step for acquiring LiDAR data generated on the basis of a reflected signal reflected by the reference target object; a learning step for generating a reference map and virtual LiDAR data on the basis of the LiDAR data, and performing deep learning on the basis of the virtual LiDAR data to determine weights for recognizing a target object; and a recognition step for applying the weights to recognize a new target object, when new LiDAR data is acquired for the new target object.
