PROBLEM TO BE SOLVED: To provide a blood pressure measuring device, a blood pressure measuring method, and a blood pressure measuring program capable of appropriately calculating blood pressure even when a user is moving freely.SOLUTION: A blood pressure measuring device 1 includes: an electrocardiograph acquisition part 11 for acquiring an electrocardiograph of a user; a pulse wave acquisition part 12 for acquiring a pulse wave of the user; a first extraction part 13 for extracting a cardiac rate based on the electrocardiograph; a second extraction part 14 for extracting a pulse wave velocity based on the electrocardiograph and the pulse wave; a third extraction part 15 for extracting one or a plurality of feature amounts related to the pulse wave based on the pulse wave; and a calculation part 16 for calculating blood pressure of the user from the cardiac rate, the pulse wave velocity, and the one or the plurality of feature amounts which have been extracted on the user by a learning machine 17 which has learned relationships between the cardiac rate, the pulse wave velocity, and the one or the plurality of feature amounts related to the pulse wave which have been extracted on a plurality of subjects, and the blood pressure of the plurality of subjects by a nonparametric regression analysis.SELECTED DRAWING: Figure 3
