A traffic-applied IF determination apparatus according to the present invention comprises: a setting unit 133 that, with respect to multiple IFs possessed by multiple different NW devices except the multiple IFs possessed by the same NW device, sets the IF connectional relationship between two different IFs to high when, regarding these two different IFs, the difference is small between a differential value between a received-traffic amount received by one IF and a transmitted-traffic amount transmitted by the other IF and a differential value between a received-traffic amount received by the other IF and a transmitted-traffic amount transmitted by the one IF is small, and sets the IF connectional relationship between the two IFs to low when that difference is large; and a determination unit 134 that performs, with respect to the multiple IFs, processing in which, regarding a particular IF, when the IF connectional relationship relative to each of a plurality of other IF is set to high, the particular IF is determined as IF to which traffic is applied, and when only the IF connectional relationship relative to one other IF is set to high, the particular IF is determined as IF to which traffic is not applied.
