Systems and methods are provided for specifying safety rules for robotic devices. The computing device may determine information regarding any actors present within a predetermined area of the environment. The computing device may determine a safety classification for the predetermined area based on the information. The safety classification is: a lower safety classification when the information indicates that no actors exist within the predetermined area, intermediate when the information indicates that all of any actors present within the predetermined area are of the first predetermined type a safety classification, and a higher safety classification when the information indicates that at least one actor present within the predetermined area is of the second predetermined type. After determining the safety classification for the predetermined zone, the computing device may provide safety rules for operating within the predetermined zone to the robotic device operating in the environment.
