A formulation comprising an oligonucleotide selected from the group consisting of an oligonucleotide having one of SEQ ID No.:1 through SEQ ID No.:42 or a variant thereof. Also, a method of treating anesthesia-induced neurotoxicity. The method may comprise administering the formulation. The formulation may be administered prior to, concomitant with, subsequent to, or combinations thereof administration of a general anesthetic comprising a fluorinated compound. The oligonucleotide may be incorporated into a carrier system, for example, a liposome, a biodegradable polymer, a hydrogel, or a cyclodextrin, a nucleic acid complex, a virosome, or combinations thereof.
