Provided are a robot control device, a robot control system, a robot control method, and a robot control program with which it is possible to reduce the risk of interference between a target object and the surrounding environment even when the target object is gripped with a gripper of a robot. A robot control device 10 is provided with a calculation unit 11 that calculates an interference range of a robot 20 on the basis of a model of the robot 20 in a state in which a target object is gripped by a gripper 21 of the robot 20, and a planning unit 12 that plans the behavior of the robot 20 on the basis of the model and the interference range.
