The production plan includes: a vehicle information recording unit configured to capture this vehicle information of an electric vehicle; a SOC recording unit which is configured to capture a SOC of a secondary battery mounted on the electric vehicle; a delivery information capture unit configured to capture the delivery target information of a package; a calculation unit configured to calculate a possible driving distance of the electric vehicle on the basis of vehicle information and secondary battery SOC; and a production plan unit,configured to produce the delivery plan using the delivery target information and the calculated possible route.
