To make it possible to absorb horizontal displacement between a pile axis of a steel pipe pile and a column axis of an upper frame column and join them, eliminating the need to change the upper frame column, thereby suppressing the increase in cost.SOLUTION: A connecting member 4 provided with an outer steel pipe 41 disposed between an upper frame column 2 and a steel pipe pile 3 and having a tubular steel pipe 43 having a diameter larger than a pile diameter of the steel pipe pile 3 and a conical steel pipe 44 having a diameter reduced downward from a lower end of a cylindrical steel pipe 43, and filled concrete 42 filled in the outer steel pipe 41 is provided.
