Procedure comprising:Detection that an inbound control channel is in a mass registration state;during the state of mass registration, receiving a majority of registration requests via the inbound control channel, comprising at least one initial registration request from a member of a first discussion group;In response to the first registration request, initiating a first limitation period by sending a first restriction message on an outbound control channel, the first restriction message instructs members of the first group of interviews to terminate registration requirements; andwhen the first limitation period ends, send an initial invitation message on the outbound control channel inviting members of the first call group to resume registration requests.
