Flame-retardant heat-insulating materials having high flame retardancy and high heat-insulating properties are provided. Also provided is a flame-retardant heat insulator which includes either of the flame-retardant heat-insulating materials having high flame retardancy and high heat-insulating properties. A flame-retardant heat-insulating material according to one aspect of the present invention is one formed from a resin composition (A), which comprises a binder resin, a low-melting-point inorganic substance, and a high-melting-point inorganic substance and which has voids therein. A flame-retardant heat-insulating material according to another aspect of the present invention is one formed from a resin composition (B), which comprises a binder resin that yields a high-melting-point inorganic substance upon heating and a low-melting-point inorganic substance and which has voids therein and/or contains a void-forming agent.
