PROBLEM TO BE SOLVED: To provide a utility pole removing tool and a utility pole removing method capable of easily removing a utility pole even in a narrow area with a simple configuration. SOLUTION: A utility pole removing tool 1 is composed of a scaffolding portion 2 for forming a scaffolding on a utility pole 100, and a guide portion 12 arranged so that the height can be changed with respect to the scaffolding portion 2. The scaffolding portion 2 has a utility pole contact portion 4 that contacts the utility pole 100 and a frame portion 6 that extends horizontally from the utility pole contact portion 4.
