To efficiently specify a problem related to the details of setting items included in setting information that represents settings related to an operating environment of an information processing apparatus.SOLUTION: An operating environment management device 30, when changing setting information 400 related to an operating environment of an information processing apparatus 40 from first details of settings 410 in which the information processing apparatus 40 has been actually started up to second details of settings 420 before starting up the information processing apparatus 40, comprises: a detection unit 31 that detects, of setting items in the setting information 400, a specific setting item 310 different in details between the first details of settings 410 and second details of settings 420; a calculation unit 32 that calculates combinations of details 320 that can be set to the specific setting item 310; a start-up control unit 33 that performs start-up of the information processing apparatus 40 using the setting information 400 for each of the combinations 320; and a determination unit 34 that determines whether the information processing apparatus 40 is normally started up for each of the combinations 320.SELECTED DRAWING: Figure 6
