Provided are: an article with a water-and-oil-repellent layer having excellent frictional resistance; and a method for producing the article with a water-and-oil-repellent layer.　This article with a water-and-oil-repellent layer comprises a base, a primer layer, and the water-and-oil-repellent layer in this order, wherein the surface of the base which is in contact with the primer layer is a metallic surface, the primer layer is a layer formed from an organosulfur compound including a reactive silyl group and at least one group selected from the group consisting of a thiol group, a disulfide group, and a thiourea group, and the water-and-oil-repellent layer is a layer formed from a fluoroether compound including a poly(oxyfluoroalkylene) chain and a reactive silyl group.
