To provide an apparatus and a method capable of generating a dialogue scenario including a dialogue transition pattern by using, as a transition condition, a context corresponding to contents of the scenario to be generated.SOLUTION: A dialogue scenario generation apparatus comprises: similar dialogue log extraction means for extracting a similar dialogue log group which has a plurality of dialogue logs including utterances similar to assumed utterance, by using a dialogue scenario, from a user's dialogue log group in which context information is linked for each utterance; context extraction means for extracting, as a context, a word having a high feature degree satisfying a predetermined condition among words included in the extracted similar dialogue log group; and dialog transition pattern generation means for generating a dialog transition pattern by using the extracted context as a transition condition or a transition condition candidate from the assumed utterance.SELECTED DRAWING: Figure 1
