The present invention relates to a DNA construct and a strain into which a recombinant vector containing the DNA construct is introduced, wherein the DNA construct according to the present invention operates downstream of a first promoter and a second promoter in a host strain or cell. By allowing the expression levels of the genes to be linked to be balanced, cancer can be treated and diagnosed at the same time. In addition, since the DNA construct of the present invention cannot allow the anticancer protein and reporter protein to be expressed at all in the absence of doxycycline, the anticancer protein can be expressed at an appropriate dose for cancer treatment by controlling whether or not doxycycline is treated.
