Determination device is for a vehicle powered by human power. The device of destination shall contain a unit of destination established: in order to obtain information(s) on the speed at which an input speed of the powered vehicle is rotated and (a) information(s) on the speed at which a wheel of the powered vehicle is rotated, in order to determine a predetermined state corresponding to a variable amount of the speed of rotation of the input torque and a variable amount of the speed of rotation of the wheel in a state in which a human drive force,is applied to the vehicle powered by human power greater than or equal to a predetermined threshold.
