In the present invention, in the method of manufacturing a tempura, the foaming step of putting grains into a popping machine and foaming, and evaporating the moisture in the foamed tempura and curing the outside so that moisture does not penetrate to prevent leakage and maintain a crispy state. Disclosed is a method for producing a tempura with reduced looseness, comprising a frying step of frying the foamed tempura in a stir-frying machine while stirring at 170 to 200° C. for 3 to 7 minutes.
