In the present invention, an antistatic coating liquid composition containing a modified conductive composite having excellent antistatic properties, a cross-linking agent, a binder and a dispersibility improver, and a coating obtained by applying the same to at least one surface of a polyester film. Regarding the antistatic polyester film having a layer, the appearance quality is good, the transparency and smoothness are extremely excellent, the antistatic performance is stable even under low humidity, and a coating layer that does not easily heat up with time is provided. The present invention relates to an antistatic coating liquid composition capable of effectively removing dust adsorption prevention and static electricity generation in the surroundings, and an antistatic polyester film using the same.
