PROBLEM TO BE SOLVED: To create a support goal for a care recipient or a person with a disability so that the difference in skills of a support goal formulator can be eliminated by using artificial intelligence when creating a support goal through hearings such as assessment and situational analysis. A device and a system using the device are provided. SOLUTION: In a support goal creation system 50 using a support goal creation device 10, a user terminal 30 transmits assessment information by an operation of a care manager or an employee of another long-term care or support facility. The assessment information management device 20 appropriately processes the received assessment information or extracts specific items included in the assessment information.
