The method for producing a basic flux for steelmaking according to the present invention is to prepare a powder composition comprising 55 to 65% of calcium carbonate, 30 to 40% of waste alumina refractory, and 3 to 5% of alumina cement, and a solvent for hydration of alumina cement.
