PROBLEM TO BE SOLVED: To provide a polarizer with a retardation layer including a novel polarizer, a polarizer complex, and an optical laminate. A polarizing element with a retardation layer has a polarizing element and a retardation layer provided on one surface side of the polarizing element. The polarizer has a polarized region having a thickness of 15 μm or less and a non-polarized region surrounded by a polarized region in a plan view. The non-polarized region is a region in which a cured product of an active energy ray-curable resin is provided in a through hole surrounded by a polarized region in a plan view.
