PROBLEM TO BE SOLVED: To construct a plan generation system in a plurality of factories, it takes a large number of man-hours to implement the system in each factory. SOLUTION: A mathematical model representing the characteristics of a plan that has been generated and operated conventionally before the system is implemented in a factory for which a plan generation system is to be constructed, and a mathematical model created when the plan generation system has already been constructed in another factory. The mathematical model corresponding to the processing of the source code is compared, and if it is determined that the mathematical model is the same, the corresponding past source code is reused.
