Disclosed are a marine tempered sorbite high-strength-and-toughness stainless structural steel and a preparation method therefor, belonging to the field of iron and steel metallurgy and the field of anti-seismic stainless steel materials for building structures. The basic ingredients of the steel are, in mass percentages: 0.07-0.16 wt% of C, 0.4-1.5 wt% of Si, Mn ≤ 1.0 wt%, 17.0-26.0 wt% of Cr, 1.5-2.5 wt% of Ni, Mo ≤ 1.5 wt%, 0.01-0.05 wt% of Al, P ≤ 0.05 wt%, S ≤ 0.020 wt%, and total O ≤ 40 ppm, with the balance being Fe and unavoidable impurities. The steel is a high-strength-and-toughness stainless structural steel which is suitable for use in coastal and marine building structures and resistant to coastal climates and general seawater corrosion, and further has an anti-seismic function. The steel satisfies an urgent need for a high-corrosion-resistant steel for high-temperature, high-salinity and high-humidity marine environments.
