To provide a technology for reducing a burden on a user required for examining a plant construction plan.SOLUTION: A plant construction plan support system 20 includes a first contradiction determination unit 23a for referring to provisional construction plan information 31 and determined construction plan information 32 and determining whether or not operation states of devices at an isolation execution time are in contradiction between an additional working process and a fixed working process, a second contradiction determination unit 23b for determining whether or not the operation states of the devices at a system operation time are in contradiction, and a measure existenceon-existence determination unit 24 for referring to know-how information 33 when the second contradiction determination unit determines that the operation states of the devices are in contradiction and determining whether there exists an actual measure performed in a section to which the device determined to be in contradiction by the second contradiction determination unit belongs, thereby outputting the measure determined to exist to an output unit 22.SELECTED DRAWING: Figure 1
