PROBLEM TO BE SOLVED: To provide an evaluation device and a program for detecting head movements caused by periodic vibrations and eye movements induced by them, and evaluating drowsiness or arousal level based on vestibulo-ocular reflex. SOLUTION: A drowsiness or arousal level evaluation device includes a head motion detecting means 11 for detecting head motion by a vibration source that causes periodic vibration, an eye movement detecting means 12 for detecting eye movement, and a head. Head rotation angular velocity calculation means 13 for calculating rotation angular velocity, eyeball rotation angular velocity calculation means 14 for calculating eyeball rotation angular velocity, analysis section calculation means 17 for calculating analysis section based on vibration period of vibration source, and analysis section. The average head rotation angular velocity and the average eyeball rotation angular velocity are calculated by adding and averaging the head rotation angular velocity and the eyeball rotation angular velocity, respectively.
